Question :
Can you be an airframe and powerplant mechanic without having a private pilot's license to be able to test fly them?
 
Answer :
There is no requirement for an aircraft mechanic to hold a pilot certificate. Many mechanics are pilots, but many more are not. Any person who meets the eligibility requirements can become an FAA certificated mechanic whether or not they hold a pilot certificate. They only need to pass the tests for the mechanic certificate.
There doesn't usually have to be a specific test flight, but if there does, any appropriately rated pilot could do it.
